The mayor of Triel-sur-Seine, in the Yvelines department, has imposed a curfew on minors due to "a rise in acts of incivility."

The mayor of Triel-sur-Seine, in the Yvelines department, has implemented a curfew and parental authorization for minors to travel between 11 p.m. and 5 a.m. until November, according to a municipal decree published at the beginning of July. "Although this measure may seem drastic, it was taken with a preventive objective and to guarantee the safety of minors, but also that of Triellois and their property," the municipality explains on its website.

This decision is justified by "an increase in acts of incivility committed by minors in the municipality" , such as damage to street furniture or theft, the city assures, without giving further details.

Triel Mayor Cédric Aoun told Agence France-Presse (AFP) that the order allowed parents to "take back control" by granting or denying permission to go out, and for municipal police officers who patrol at night to "check that parents are aware that their children are outside ." The police "will start by warning parents, then, if there is a repeat offense, they will proceed to issue fines," Aoun explained.

For the local branch of the Human Rights League (LDH), contacted by AFP, this measure is "completely inappropriate" , "penalizing and worrying" , and contravenes the "fundamental freedoms of movement of young minors" , especially during a holiday period. "This creates mistrust towards young people: all are judged to be delinquents, potentially" , complains the LDH of Poissy and its surroundings (including Triel-sur-Seine), which is "studying the possible follow-up actions" .

The reasons why children or adolescents will be able to travel at these times are reminiscent of those in force during the Covid-19 lockdowns: travel "which cannot be postponed" due to work, community activities or sport, "compelling family reasons" or even going out with a pet "within a maximum radius of one kilometer around the home" . This certificate will make it possible "to distinguish young people left to their own devices from those benefiting from parental supervision" , the municipality believes.

The text concerns a large part of the city, including the banks of the Seine, all the parks, the shopping center, and several arteries. In May 2025, the administrative court, seized by the LDH, annulled a previous order by Mr. Aoun aimed at prohibiting any gathering of more than two people "disturbing public peace, security, and health" between 8 a.m. and 4 a.m. in several areas of the municipality.

In the Paris region, in April, Viry-Châtillon (Essonne) adopted a similar measure for children under 13. In 2024, other cities, such as Nice, Béziers, and Limoges, introduced similar rules.
